1.  Swiss start-up Insolight has developed a microtracking technology which doubles the efficiency of solar cells. Senior Republicans Henry Paulson, George Schulz, and others are meeting with a White House group to recommend a $40/ton carbon tax, with the proceeds distributed to citizens (the tax and dividend recommended by James Hansen and the Citizens' Climate Lobby).  It would be accompanied by the cancellation of Obama's power sector emissions regulations.  Mitt Romney supports the idea, which indeed enacted at that level and escalating could be the key element in a responsible mitigation plan.
