1. In coastal areas the ground water level is likely to be higher than the sea level and to rise with it. Sea level rise will be first felt as what is buried reveals itself—including septic tank effluent, brown field residue, rotten gasoline from dead gas station tanks, and the contents of sewer systems. The first sign of real trouble from sea level rise for the coastal homeowner is likely to be not water lapping at the door but a failure of water supply or a toilet which refuses to flush (or worse, becomes a fountain). Drainage, too, is controlled by ground water levels. Maps which depict mean sea level alone miss ground water effects. We need vulnerability studies which analyze the impact of rising ground water, and planning which includes cleaning up things beneath the surface before they appear above it.
