<p>2. The Philippines’ Commission on Human Rights has issued a formal complaint to the world’s largest fossil fuel companies charging them with violating the rights of Filipinos to “life, food, water, sanitation, adequate housing, and to self-determination.”
The Commission is not a court and cannot levy fines or force the companies to limit emissions. It can expose the companies’ practices and their effects.
