1.  The NE Florida Environmental Summit will be held at the Florida Coastal School of Law on Nov. 3, 9-5.  Panels will address dredging in the St. Johns River, protection of the Timucuan Preserve, air quality, climate change, and protecting natural resources. Free to the public. 2.  The US Army Corps of Engineers in June released the USACE Climate Change Adaptation Plan and Report for 2011.  They are in the process of mainstreaming climate change adaptation—including it in all their projects at every stage (Policy Statement, p. 7).  This report concerns primarily their relationship with other agencies on the issue, and with describing the many efforts in progress (but not the substance of their findings or proposals). 3.  Richard Branson has organized a consortium to invest up to $650 million in a PACE program for commercial real estate in Miami and Sacramento.  The intent is to jump-start energy upgrades nationally.  The work would be financed through loans which are bundled into bonds, with the cost offset by expected decreases in utility bills. 6.  Global carbon emissions increased 45% between 1990 and 2010, according to a European Commission report.
