[GWSG] Cleaner ships; pests more dangerous; CO2 now over 411 ppm; plea for planning in NE FL

1. Shipping has a target of cutting emissions 50% by 2050. The industry could do a lot better than that. Retrofits such as submerged bow bulges, bubble carpets, low friction paint, and double screws can contribute. 2. Disease cases from mosquitoes, ticks, and fleas tripled between 2004 and 2016, almost doubling 2015-16. 4. The Florida Times-Union has begun a series on the impact of dredging and sea level rise on Northeast Florida, illustrated with great photography of neighborhoods flooded by Hurricane Irma. Jacksonville leaders and the Army Corps of Engineers have minimized or ignored the increasing risks.
